Giwo Rubianto Wiyogo: Nurturing Indonesia from the Living Room to the World Stage

Some people chase after positions, and some are chased by positions because of a track record that never stops moving. Dr. Ir. Hj. Giwo Rubianto Wiyogo, M.Pd., belongs to the latter group.

For more than three decades, her name has been attached to nearly every major chapter of Indonesia's struggle for women's rights — from the desk of the Indonesian Child Protection Commission, to the podium of the Indonesian Women's Congress, to forums at the United Nations in New York and a vice-presidential seat at the world's oldest women's organization.

Yet she prefers to go by a single, simple name: Giwo — a nickname that carries a long story about who she really is.

The Origin of a Name

Sri Woerjaningsih — that is the name on her birth certificate. She was born in Bandung, West Java, on 8 May 1962, the second of four children born to the late H.R. Wirjatmo and the late Hj. R. Tjahjaningsih. Her father served in the police force at a time when the Indonesian Armed Forces (ABRI) still united the army and police, and it was there that discipline and a sense of responsibility were instilled in young Giwo.

The nickname "Giwo" itself has a distinctive origin: a shortened form of the front part of "Woerjaningsih," which stuck after she frequently showed off her newly grown teeth as a child. That childhood nickname became far better known to the public than her real name, especially once "Rubianto Wiyogo" — a combination of her husband's name (Rubianto) and her father-in-law's name (Wiyogo) — was attached to it.

From the Modeling Runway to the Architecture Classroom

Giwo's public life actually began long before she was known as an activist. While attending SMU 70 Bulungan in South Jakarta, she was active in the Student Council (OSIS), while also entering the world of modeling as a runway and photo model. In 1981, she even won a beauty pageant titled "Putri Ayu."

Her university studies began at the Faculty of Vocational and Technology Education, IKIP Jakarta (now Jakarta State University/UNJ), majoring in Fashion Design. But midway through writing her thesis, she enrolled in a second degree at the Faculty of Landscape Architecture, Trisakti University — an unusual combination she would later turn into a life metaphor: society as a vast garden that needs to be designed with harmony and nurtured with heart. She completed both bachelor's degrees in 1985 and 1989, even though she had already married at the age of 22.

Her drive to keep learning never faded. She went on to earn a master's degree in educational management from Jakarta State University, graduating in 2009. Five years later, on 5 May 2014, she earned her doctorate (S3) from the same university and department, with a dissertation titled "The Influence of Corporate Ethics, Competitiveness, and Organizational Commitment on Employee Service Quality at Bumi Satu Group" — a topic that united the two worlds she lived in simultaneously: the family business and management science.

Family Life and the Family Business

At the age of 22, Giwo married Ir. Rubianto Wiyogo, son-in-law of former Jakarta Governor (1987–1992) Wiyogo Atmodarminto. From that marriage, they were blessed with four sons: Ato Wurianto, Agi Wibianto, Adito Wirbianto, and the youngest, Ardi Amandianto. Giwo often calls her family a "laboratory of love" — the small space that fuels her energy to serve the wider community. Together with her husband, Giwo co-founded and built PT Bumi Satu Group, a company recorded as a contractor on a number of property projects across Jabodetabek and Bali — from residential developments in Lebak Bulus, apartments in Permata Hijau and Menteng, a resort in Ubud (Gianyar), housing in Serang (Banten), to several public fuel filling stations (SPBU).

Three Decades at the Forefront of the Women's Movement

Giwo's organizational track record spans a long list. Since 1995, she served as Executive Chair of the DPP ISIKKI-IHEA (Indonesian Association of Family Welfare Science Graduates). In 1994, she served as Deputy Chair of the Indonesian Women Entrepreneurs Association (IWAPI), DKI Jakarta Chapter, before joining Kowani's leadership as Head of the Economy, Cooperatives, and Employment Division in 1999.

In 2000, she founded and led the Prosperous Women's Movement (GWS), an organization she still leads today. In 2004, she was entrusted as the first Chairwoman of the Indonesian Child Protection Commission (KPAI) for the 2004–2007 term — an independent government-formed body overseeing child protection efforts nationwide, which regularly brought her into the media spotlight whenever cases of violence against children arose. On the political track, she also served as First Deputy Chair of Golkar Party's Central Leadership of Women's Unity (PP KPPG) for the 2009–2015 term.

The peak of her organizational career came in 2014, when she was elected Chairwoman of Kowani — a federation overseeing more than a hundred women's organizations across Indonesia. Her leadership continued five years later: at Kowani's 25th Congress in Jakarta on 4 December 2019, Giwo was decisively re-elected with 441 votes, defeating her rival, Ony Ja'far Hafsah, who received 254 votes. In effect, she led Kowani for two full terms, 2014–2019 and 2019–2024. Throughout her tenure, she and Kowani's leadership repeatedly held audiences with senior state officials — including Vice President Jusuf Kalla — ahead of the organization's anniversary and National Mother's Day.

Beyond Kowani, Giwo also leads the White Ribbon Alliance Indonesia (Chairwoman since 2015) — an organization focused on maternal and infant health, which this year marks its 27th anniversary and is in the process of becoming a direct member of UN ECOSOC — and formerly led the Community Social Workers Association from 2017–2022. She currently also serves as President of the Business and Professional Women (BPW) Federation Indonesia. In total, she has been active in more than 30 organizations spanning social affairs, education, economics, politics, and welfare, at both national and international levels.

The International Stage

On the global stage, Giwo's footprint is just as extensive. Under her leadership, Kowani reaffirmed its position as an organization holding special consultative status with the UN Economic and Social Council (ECOSOC) since 1998, as the initiator of the ASEAN Confederation of Women's Organizations (ACWO) since 1981, and as a member of the International Council of Women (ICW) — the world's oldest international women's rights organization, founded in 1888.

Her strong international relationships bore concrete fruit: in May 2022, in France, Giwo was elected Vice President of the International Council of Women, a position officially recorded on the organization's website and which she still holds today. She has also served as head of the Indonesian delegation during Indonesia's Women20 (W20) presidency — the official G20 engagement group — throughout the W20 Indonesia 2022 series that culminated in Bali, including at the Summit Meeting on 13 November 2022, when Indonesia handed over the W20 leadership baton to India.

Her involvement in UN forums stretches back even further. In 2018, she led the Kowani delegation at the 62nd session of the Commission on the Status of Women (CSW) at UN Headquarters in New York — a reflection of Indonesia's commitment to advancing the empowerment of women and children globally. That involvement continued through sessions 67, 68, and 69: she delivered opening remarks on behalf of Kowani at CSW67 (2023), led the Indonesian delegation at CSW68 (2024), and attended various side events at CSW69 (March 2025).

Championing Legislation That Remains Unfinished

One of the longest chapters in Giwo's advocacy has been her fight to push forward two crucial bills: the Bill on the Elimination of Sexual Violence (PKS) and the Bill on the Protection of Domestic Workers (PPRT). Since being first proposed in 2012, both bills repeatedly stalled in the legislative process, hindered by the views of some who still regarded domestic violence as a "private matter." Through Kowani, Giwo became known for consistently mobilizing grassroots strategies to push for the passage of both laws, while also speaking out against child marriage, which she says remains common in many regions.

She has also been outspoken against social labeling that she believes diminishes the role of Indonesian women — insisting that the proper term, one that has existed since 1953, is "Ibu Bangsa" (Mother of the Nation), not the popular term "emak-emak."

National Recognition

Such long-standing dedication has earned her the state's highest recognition. On 14 August 2024, at the State Palace, President Joko Widodo awarded Giwo Rubianto Wiyogo the Bintang Mahaputera Nararya — one of 64 national figures to receive the honor that year, alongside several ministers, state institution leaders, and artists. This award added to a long list of accolades; since the beginning of her organizational career, she has received more than a dozen national and international awards.

In her remarks after receiving the Bintang Mahaputera, Giwo called it an "unexpected honor," and a reminder of the mandate left by Kowani's founding mothers that must continue to be pursued. "This is not the end of our journey, but rather additional motivation for us to work even harder," she said at the time.

The string of recognitions continued into 2025, when Giwo was named a recipient of the Kartini Award 2025 in the Inspiring and Empowering Women category — recognition of her consistency in inspiring and empowering Indonesian women across generations, further cementing her position as one of the most influential women's figures in the country.

Also that same year, as the first Chairwoman of the Indonesian Child Protection Commission for the 2004–2007 term, Giwo received the 2025 KPAI Award — an honor given by the commission to figures deemed instrumental in laying the foundation for, and driving forward, Indonesia's child protection movement.

Passing the Torch at Kowani, Not a Full Stop

December 2024 marked a new chapter. At Kowani's 26th Congress, the leadership baton officially passed to Nannie Hadi Tjahjanto as Chairwoman for the 2024–2029 term, with Tantri Dyah Kiranadewi as Secretary-General. Giwo, who attended the congress, expressed her hope that the programs she had pioneered over her two terms — from stunting prevention and gender equality to the elimination of child marriage — would continue and even be strengthened by the new leadership.

Stepping down from the Kowani chairmanship did not mean Giwo stopped moving. She remains active leading the White Ribbon Alliance Indonesia and the Prosperous Women's Movement, serves as President of BPW Indonesia and Vice President of ICW, and continues to appear frequently as a speaker and resource person at national and international women's empowerment forums. On 7 September 2025, for instance, she led a BPW Indonesia audience with the Indonesian Minister of Women's Empowerment and Child Protection, Dra. Hj. Arifatul Choiri Fauzi, M.Si., as a step toward strengthening strategic partnerships for the advancement of Indonesian women.

Sowing Change Through the Srikandi Indonesia Award

On the evening of Monday, 22 December 2025 — coinciding with the 97th commemoration of National Mother's Day — Kompas TV held the Srikandi Indonesia 2025 Award ceremony at Studio 1, KompasTV, Jakarta. In her capacity as President of BPW Indonesia, Giwo was named recipient in the Social Mobilizer Srikandi category, alongside a number of other prominent national women's figures such as GKR Hemas, Siti Hediati Soeharto, Retno Marsudi, Susi Pudjiastuti, Alissa Wahid, and Monica Tanuhandaru.

Accepting the award, Giwo admitted she had not expected to be among the recipients. She emphasized that more than three decades of activity across various organizations was a personal effort to uphold the noble ideals of the nation's founders, while continuing the spirit of the 1928 Indonesian Women's Congress. "No matter how small an act may be, it will surely bring benefit as long as it is carried out sincerely and wholeheartedly," she said, dedicating the award to all Indonesian women still striving in the field to raise the dignity of their fellow women.

On the same day, Giwo also took part in an interactive dialogue themed "Empowered and Accomplished Women" — following the 2025 national theme for the 97th National Mother's Day — broadcast on RRI Programa 3, reaffirming that National Mother's Day in Indonesia traces its roots to the 1928 Indonesian Women's Congress in Yogyakarta and needs to continually be clarified so it does not become reduced to a mere annual sentimental ceremony.

A Legacy Recorded in a Book

That long journey is now also captured in an official biography titled Giwo Rubianto Wiyogo: A Legacy for the Generations, written by Yusuf Susilo Hartono, Willy Hangguman, and Mayang Sari, and published by Penerbit Buku Kompas, with a foreword by the Minister of Women's Empowerment and Child Protection for the 2024–2029 term, Arifatul Choiri Fauzi. The 202-page book chronicles Giwo's life journey, weaving together her business experience, contributions to women's organizations, and dedication to building a family, while also reviving the term "Ibu Bangsa" (Mother of the Nation) — a phrase that first appeared at the second Indonesian Women's Congress in 1935 in Jakarta.

Still Moving Forward in 2026

Entering 2026, Giwo's spirit shows no signs of slowing. In early March, together with her family and the Bumi Sakinah Quran Study Group, she held an event marking the completion of a full 30-juz Quran recitation along with support for orphaned children in Jakarta, sharing her spiritual experience performing umrah as a reflection for fellow worshippers. On 6 April 2026, in her capacity as President of BPW Indonesia, she inaugurated Irna Narulita as President of the BPW Indonesia Banten Province Club for the 2026–2028 term at the Banten Governor's Pendopo, while encouraging stronger digital literacy and artificial intelligence (AI) adoption among women-led small and medium businesses.

In late April, she attended as a member of the Board of Patrons at the inauguration and National Working Meeting of the Jakarta State University Alumni Association (IKA UNJ) Central Board for the 2026–2030 term, encouraging her alma mater to become a more inclusive and progressive institution for the wider community.

Her commitment to preserving culture was also on display on Friday, 26 June 2026, when she attended as guest of honor at the first-anniversary celebration (Tasyakuran) of the Awi Indonesian Cultural Heritage Community (KAWI) at Lume Coffee, South Jakarta. At the event, Giwo received a plaque of appreciation for her support of Indonesia's bamboo cultural heritage preservation.

A Legacy Still in Motion

From the fashion runway and the 1981 Putri Ayu title, to the architecture classrooms of Trisakti, the doctoral defense room at UNJ, the UN podium in New York, and the vice-presidential seat of the world's oldest women's organization — the journey of Giwo Rubianto Wiyogo is a portrait of how personal concern can grow into a collective movement of national, even global, scale. She has proven that her role as a wife and mother of four sons was never an obstacle, but rather a source of energy for a far greater cause: ensuring that Indonesian women and children — the "Ibu Bangsa" of the future — have a rightful place, both at home and on the world stage.
